À titre de gérant, Appels d offres et contrats de construction, vous serez responsable de la gestion de tous les aspects des appels d offres et des contrats de construction dans les provinces du Québec et de l Atlantique pour tous les projets.

Responsabilités :

Appels d offres pour la construction

Établir la période nécessaire pour préparer l appel d offres conformément au diagramme de Gantt.
Demander le rapport sur les substances désignées, et une fois obtenu, le distribuer pour tous les projets requis avant l émission de l appel d offres.
Au besoin, prenez les dispositions nécessaires pour une inspection des appels d offres/des magasins du projet.
Travailler avec le consultant, le directeur principal et le gestionnaire de projets concernés et fournir les échéances pour s assurer que les dessins, la portée des travaux et tous les documents applicables sont prêts à être inclus dans l appel d offres.
Émettre un appel d offres au moyen du logiciel de soumission en ligne (Tango Edge).
Téléversez tous les documents d appel d offres dans la zone de stockage de documents applicable à l aide du logiciel de gestion de projets (Tango Core/Open Text Content Server).
S assurer que tous les problèmes soulevés pendant la période d appel d offres sont émis par l intermédiaire du logiciel Tango/Edge à tous les soumissionnaires.
Passer en revue les analyses des appels d offres à la date de clôture des appels d offres avec le directeur principal et le gestionnaire de projets concernés.
Attribuer le projet au soumissionnaire retenu et émettre des lettres de refus aux soumissionnaires non retenus.

Contrats de construction

Surveiller le logiciel de gestion de projets (Tango) pour s assurer que les approbations du projet ont été reçues et que les budgets ont été chargés en conséquence, puis préparer les contrats de construction.
Soumettre les contrats au soumissionnaire retenu aux fins de signature, et puis à la haute direction concernée de Loblaw pour finaliser l exécution des contrats.
Une fois les contrats signés, les bons de commande relatifs au contrat applicable doivent être approuvés dans Tango après vérification du budget dans SAP.
Soumettre les contrats signés au service de la comptabilité et au soumissionnaire retenu.
Téléverser les contrats signés dans la zone de stockage de documents applicable (Tango Core/Open Text Content Server).

Connaissances et compétences requises :

Au moins cinq ans d expérience en gestion de contrats au sein d une grande organisation matricielle, avec une expérience en analyse de soumissions, en vérification du rendement et en validation.
Études postsecondaires, de préférence dans le domaine juridique ou architectural.
Capacité à travailler dans le logiciel de gestion de projets et les modules de soumission en ligne et dans SAP.
Excellentes aptitudes organisationnelles et compétences informatiques requises.
Capacité éprouvée à faire preuve de jugement et à résoudre des problèmes de façon créative.
Excellentes aptitudes en gestion de projets.
Excellentes aptitudes interpersonnelles, notamment pour le travail d équipe, la résolution de problèmes, la négociation et la gestion des relations avec la clientèle.
Excellentes aptitudes en communication, notamment la capacité de présenter de manière claire des questions commerciales et techniques, des idées et des recommandations en format verbal, écrit et de présentation.
Expérience dans le commerce de détail ou la distribution alimentaire, un atout.

Role Mandate:

As the Manager, Construction Tenders and Contracts, you will be responsible for managing all aspects of construction tenders and contracts in the provinces of Quebec & the Atlantic for all projects.

Accountabilities:

Construction Tenders

Establish the time period required to prepare the tender according to the Gantt Chart
Request and once obtained, distribute, Designated Substance Report for all required projects prior to tender issuance
As necessary, arrange for a tender/ store walk-through of the project
Work with and provide deadlines to the applicable consultant, Senior Director and Project Manager to ensure drawings, scope of work and all applicable documents are ready to include in the tender
Issue Tender through online bidding software program (Tango Edge)
Upload all tender documents to the applicable document storage area with the Project Management Software (Tango Core/Open Text Content Server)
Ensure any issues raised during the tender period are issued via addendum through Tango/ Edge software to all bidders
Review tender analysis on tender closing date with the applicable Senior Director and Project Manager
Award project to successful bidder, issue letters of regret to unsuccessful bidders.

Construction Contracts

Monitor Project Management Software (Tango) to ensure project approvals have been received and budgets have been loaded accordingly and then proceed with preparing Construction Contracts.
Submit Contracts to the successful bidder for signatures, and in turn to applicable Senior Leaders within Loblaw to finalize the execution of the contracts
Once Contracts have been signed, Purchase Orders relating to applicable contract must be approved in Tango after verification of budget in SAP.
Submit Signed Contracts to the accounting department and the successful bidder
Upload signed contracts to the applicable document storage area (Tango Core/Open Text Content Server)

Knowledge and Skills Required:

5 + years experience in contracts management in large matrix organization with experience in analyzing bids, performance audits and validation.
Post-secondary education, preferably in the legal field or architectural field.
Ability to work in Project Management Software and Bidding Modules online and SAP.
Excellent organizational skills and computer skills are a requirement.
Proven record of sound judgment and creative problem solving.
High degree of competency with project management.
Excellent interpersonal skills including teamwork, issue resolution, negotiation, and customer relationship management.
Excellent communication skills, including the ability to present business and technical issues, ideas and recommendations clearly in verbal, written and presentation format.
Grocery retail and or food distribution experience is a definite asset.
